Commander is where Territorial Maro belongs — landfall and land-matters decks have the critical mass of fetch lands, ramp spells, and extra land-drop effects to push its stats into threatening territory by turns 5–7. In Legacy, Modern, and Pioneer it's outclassed at every point on the curve by creatures with immediate impact or built-in evasion, and no competitive land-ramp shell in those formats wants a vanilla beater whose size depends on a count that's hard to inflate quickly.
