In Commander, Terminal Velocity earns its slot in any go-wide creature deck that wants to close games through the air — the instant speed means opponents can't pre-block, and haste removes the 'wait a turn' tax on freshly cast threats. It's weakest in slower, controlling shells that don't produce enough bodies to make the mass evasion count. In Legacy, Modern, and Pioneer, the card is legal but realistically outclassed by more efficient pump spells and combat tricks with lasting upside; Terminal Velocity is a one-turn effect with no board permanence. Standard is its most plausible non-Commander home, where the card pool is shallow enough that instant-speed flying plus haste on a wide board can steal games that other formats would close with better tools.
