Commander is its only real home — the multiplayer math justifies seven mana when three opponents are each losing a permanent and three life, and Flashback doubles the payoff across a long game. In competitive 1v1 formats like Modern and Legacy, seven mana is simply too slow; discard and sacrifice effects at that cost don't make the cut when the game is often over by turn four. Oathbreaker can support it in a dedicated Tergrid, God of Fright shell, but the power ceiling is lower with one opponent.
