Terashi's Verdict is legal in Commander, Legacy, Modern, Vintage, and Oathbreaker, but it earns a slot in none of them. In Commander, reactive single-target removal needs to hit any permanent type at instant speed to justify inclusion, and Terashi's Verdict's combat restriction means it whiffs on the threats that matter most — planeswalkers, mana rocks, and creatures that never swing. In Legacy and Vintage the power ceiling is simply too high for a conditional two-mana kill spell with no upside beyond a narrow Splice onto Arcane payoff. Oathbreaker's smaller game state doesn't change the calculus: better white removal exists at every price point.
