Terashi's Cry trades a card and four mana for two discarded cards and an Arcane tag — a net negative in hand equity that almost nothing in Commander justifies. Splice synergies are the only reason to register it, and even there better enablers exist.

Terashi's Cry is a bulk common in every format that will touch it, and Pauper is its only realistic home — Splice onto Arcane is a mechanic that sees occasional fringe play there, and chaining spells to trigger splice effects at least gives the card a mechanical identity. In Commander, four mana to make an opponent discard two is catastrophically inefficient; targeted discard is weak in multiplayer to begin with, and paying this much for it means Terashi's Cry will almost never appear in a 99. Legacy and Vintage have access to the same splice chains at a fraction of the cost and with far more powerful payoffs, so it doesn't make those lists either.
