Tenured Oilcaster enters the battlefield and immediately puts an oil counter on each other creature you control — no hoops, no triggers to set up. That passive manufacture of oil counters on a 2/3 body for three mana is exactly the rate Phyrexian-counter decks want.

Tenured Oilcaster is a Commander card through and through — the oil-counter payoffs that make it worthwhile are concentrated in Phyrexia-themed EDH builds, where a single ETB can distribute counters across a wide board. In Pauper it's legal and the common slot is relevant, but the oil-counter ecosystem barely exists at that level, so it sits unplayed. Modern, Pioneer, Legacy, and Vintage have zero interest; three mana for a vanilla-ish 2/3 after the ETB resolves doesn't compete in those formats. Oathbreaker mirrors Commander closely enough that the same Phyrexian-synergy shells would pick it up there too.
