Tempt with Discovery is a Commander card through and through — the tempt mechanic only gets interesting with three or more opponents, and the political calculus of whether to bite collapses entirely in a two-player game. In Legacy and Vintage it's technically legal but competes against far more efficient land acceleration and sees no meaningful play.
