In Legacy and Vintage it's legal but outclassed by Scorchbreath and Act on Impulse-style tempo plays that simply end games faster. Oathbreaker's compressed game state makes the one-mana ceiling attractive, especially in red shells that want to discard for value. Outside those formats, Temporary Insanity isn't legal, and it wouldn't see play if it were.
