Temporal Eddy bounces a permanent and puts it on top of the library instead of the hand — a meaningful upgrade over a plain bounce spell when you need to bury a commander or reset a topdeck. Four mana is a real cost, though, and that's what keeps it out of most competitive slots.

In Commander, Temporal Eddy earns its slot specifically against opposing commanders: putting a general on top of the library rather than into the command zone forces a tax-free recast only if the player lets the draw happen, and that tempo loss is real. In Pauper, where commons rule and bounce is a legitimate control tool, Temporal Eddy is legal and occasionally sees play in tempo-oriented blue decks, though four mana is a steep ask in a format full of cheaper interaction.
