In Commander, Temporal Cleansing earns its slot specifically because exile-based board wipes are rare and indestructible creatures are everywhere — Avacyn, Angel of Hope and friends laugh at Wrath of God but not this. Outside Commander, the formats where it's legal don't particularly want it: competitive Modern and Pioneer have faster, cheaper answers, and a sorcery-speed exile wipe at this cost is simply too slow to matter in those contexts. Pauper is the only other format worth a glance, and even there the ceiling is low. This is a Commander card through and through.
