Tempest Owl is a Commander card first and almost exclusively. In Pauper it's legal but competes poorly against more consistent threats, and the landfall payoff is harder to engineer without dedicated fetch or bounce-land synergies. Legacy and Vintage have no interest — the rate doesn't come close to what those formats demand even at its ceiling. Commander is where Tempest Owl finds a home, specifically in decks built around playing multiple lands per turn: Aesi, Tyrant of Gyre Strait, Tatyova, Benthic Druid, or any Simic commander that chains land drops routinely.
