Tempest Harvester converts excess mana into a repeatable Fog effect, tapping down attackers or blockers each turn for as long as you can pay. The cost in mana and life is real, but the on-board control it provides is worth it in any deck that generates mana well beyond its curve.

Commander is where Tempest Harvester earns its keep — the multiplayer table means you can pivot the tap effect toward the most dangerous attacker each combat, and high-mana-producing strategies like Kruphix, God of Horizons or Selvala, Heart of the Wilds can activate it multiple times a turn cycle. In Legacy and Vintage, the competition is far too dense: cheap interaction and faster threats make a five-mana creature that requires additional mana investment every turn a non-starter. Pauper is legal by rarity, but the same problem applies at a smaller scale — the format punishes tap-out five-drops hard. Oathbreaker offers a similar multiplayer dynamic to Commander and is the one other format where Tempest Harvester can reasonably see play.
