In Commander, Tempest Djinn is a role-player, not a headliner — mono-blue decks with 30-plus basic Islands can deploy a 5/4 or 6/4 flier by the mid-game, which is real pressure at a table, but it contributes nothing except combat damage and folds to any instant-speed removal. In Legacy and Vintage, triple blue on turn three is simply too slow against the format's combo and tempo threats, and the lack of evasion beyond flying doesn't compensate. Modern and Pioneer offer more hospitable mono-blue shells, but even there Tempest Djinn competes against threats that either protect themselves or close the game faster. Standard is where it has historically been most relevant, slotting cleanly into Island-heavy aggro-control decks that can reliably cast it on curve.
