Telethopter turns every artifact creature you control into a flying threat the turn it enters, which in the right shell is an immediate board-wide upgrade for zero mana beyond what you're already spending. Unctus, Grand Metatect in particular makes this obscene — blue artifact creatures tap to draw cards, and Telethopter ensures every new one is swinging over blockers the same turn. It's a role-player, not a finisher, but in artifact-creature decks it punches well above its mana cost.

Telethopter is a Commander card almost exclusively — the effect is too slow and too dependent on board state to compete in Legacy or Vintage, where the artifact-creature synergies it enables aren't the dominant strategy. Pauper is its only other realistic home, and even there it needs a dedicated artifact-creature shell to do real work rather than just grant one flier. In Commander, Telethopter slots cleanly into any blue or artifact-heavy artifact-creature strategy and scales with the table's longer game, where accumulating a board full of hasty fliers over several turns actually closes games.
