In Commander, Tazeem Raptor belongs exclusively in landfall decks that can exploit the bounce trigger repeatedly — think Aesi, Tyrant of Gyre Strait or Tatyova, Benthic Druid, where replaying a land draws a card and the whole loop becomes an engine. In Pauper it's a common, so the price of entry is low, but a 2/1 for two with a conditional ETB rarely clears the bar in a format that demands efficiency. Modern and Pioneer have far better two-drops, and the landfall synergy there lacks the redundancy to make the bounce reliably matter. Legacy and Vintage don't want it at all.
