Tavern Scoundrel is a Commander card — full stop. Outside of dedicated coin-flip builds in that format, it does essentially nothing competitively. In Legacy, Vintage, and Modern it's technically legal but has no meaningful role; those formats don't have the critical mass of coin-flip payoffs to justify a two-mana 2/2 with a conditional trigger. Pauper is the one other format where Tavern Scoundrel is legal at common, but coin-flip synergies don't form a viable archetype there either.
