Taunting Arbormage forces all creatures your opponents control to block it when it attacks — a 1/1 that makes itself a lightning rod and clears the path for your real threats. The cost is that it dies to a stiff breeze, so it only does its job once unless you have recursion or a way to grant it indestructibility.

Taunting Arbormage is a Commander card through and through — the multiplayer board state is exactly where forced-block effects create the most chaos, and combat-centric commanders running green can use it to alpha-strike past full boards. In Legacy, Modern, and Pioneer it's outclassed by almost anything else at one mana, and the effect doesn't map well to one-on-one games where the math is rarely favorable enough to justify a 1/1 with no other text. Oathbreaker shares enough of Commander's multiplayer DNA that the Arbormage can pull the same trick, though the faster game speed shrinks its window.
