In Legacy and Vintage, where it's technically legal, the effect is a do-nothing sorcery in a game with one opponent and a board state that ends before you'd see its payoff. Oathbreaker is the one other format worth mentioning: a Boros or Naya spellshaper planeswalker can leverage the forced-attack trigger, but the smaller life totals mean the chaos resolves faster than the strategy can compound.
