In Commander, Tattermunge Maniac slots into aggressive token or go-wide decks that want early pressure, but a 2/1 with forced attacks is a liability at a table of three opponents — it dies on the first unfavorable swing and rarely survives to turn four. Legacy and Vintage have the raw speed to use a one-mana 2/1 haste, but neither format wants a creature that telegraphs its attack and can't block. Modern Gruul aggro has strictly better one-drops, so Tattermunge Maniac doesn't crack those lists.
