In Commander, Tattered Ratter is at its best: three opponents means three sources of creature deaths, and the token count scales hard once board wipes start trading. Outside of dedicated Rat tribal or death-trigger shells, it's too situational to earn a slot over cards that generate value proactively. In 60-card formats it's largely irrelevant — Modern and Pioneer decks that care about opponent creature deaths have faster, more reliable tools, and Tattered Ratter's fragile body makes it a liability in any interactive matchup. It's a Commander-only card in practice.
