In Commander, Taster of Wares fills a specific niche: cheap, creature-based discard that scales with pod size, hitting three or four opponents simultaneously for one card each. That math gets better the larger the table, making it a stronger include in four-player pods than it would be in any 1v1 context. In 60-card formats like Modern or Pioneer, three mana for a 2/2 that makes one opponent discard one card is too slow and too low-impact to see real play. Legacy and Vintage have far more efficient disruption available, so Taster of Wares won't find a home there outside of dedicated tribal builds. Commander is the correct home, specifically in Goblin strategies that can loop or recur it.
