In Legacy and Vintage, one-mana artifacts need to either accelerate mana or generate advantage — Tablet of Epityr does neither, and it doesn't see play. In Pauper, cantrips and actual card draw are plentiful enough that a do-nothing artifact has no home. Commander is the format most tolerant of fun-but-weak cards, and even there, the bar for a one-mana artifact that occupies a deck slot is higher than "look at your top card once."
