Syphon Flesh is a Commander card through and through — the 'each other opponent' clause scales directly with player count, turning a middling effect in a two-player game into a massive tempo swing at a four-player table. Seven mana is a real cost in 60-card formats, and Legacy and Vintage have no interest in a sorcery-speed board wipe that costs this much when faster options exist. Oathbreaker is the one other format where it's legal and occasionally worth considering, though the lower power ceiling there means you'll rarely need to clear this many threats. Stick to Commander.
