Syndicate Infiltrator is a Commander card in practice — the Rogue and Assassin tribes both have dedicated builds there, and a 3/3 flier with vigilance for three slots cleanly into either. In Legacy, Modern, and Pioneer it's outclassed by creatures that don't ask you to jump through a tribal hoop to get a relevant body, so it won't see competitive play in those formats despite being legal. Oathbreaker follows the same logic as Commander: fine in a tribal shell, invisible elsewhere.
