Syndicate Enforcer enters with three +1/+1 counters if you paid its casualty cost, making it a 4/4 for five mana — acceptable stats, but nothing that clears the bar in Commander where five mana buys creatures that win games. The casualty rider asks you to sacrifice a creature to get the bonus, and in any format with real competition, that ask isn't worth a vanilla body.

Syndicate Enforcer is a bulk rare in every format it's legal in, and Pauper is ironically its best home — five mana for a 4/4 is at least in the neighborhood of playable when the ceiling is lower. In Modern, Pioneer, Legacy, and Vintage, it doesn't register; the power floor is simply too high for a creature with no enters-the-battlefield effect, no evasion, and no text beyond the conditional counter bonus. Commander is where it looks worst: five mana needs to draw cards, tutor, generate value, or win on the spot, and Syndicate Enforcer does none of those things.
