Sylvan Bounty puts a basic land directly onto the battlefield — that's the whole pitch, and it's a fine one at common. The problem is seven mana to do it, with basic landcycling as the only relief valve when that cost is unaffordable.

In Commander, Sylvan Bounty is a fringe inclusion — the landcycling clause for two mana is the only reason to sleeve it, and even then Sylvan Bounty competes with Lay of the Land and similar cantrips that don't cost a card slot on false pretenses. In Pauper, the common restriction makes landcycling toolboxes more relevant, and the card sees occasional play in cycling-matters shells that want to chain cheap activations. Legacy and Vintage have no interest in a seven-mana ramp spell, and the cycling rate isn't good enough to earn a spot in those formats either.
