Swooping Protector is a Commander card through and through — the 100-card singleton format is where a one-shot redirect effect on a 2/3 flash flier gets the most mileage, especially in pods where single-target removal dominates. In Modern and Legacy, it competes with counterspells and more efficient protection spells that don't ask you to sacrifice a creature, so it won't see constructed play. Pioneer has the same problem: the effect is too narrow and too expensive relative to what those formats demand. Commander is the one place where protecting a specific permanent at instant speed is worth a card, and even there Swooping Protector is a role-player rather than a staple.
