Swirling Torrent is legal in Commander, Legacy, Modern, Pioneer, Vintage, and Oathbreaker, but it's a Commander card through and through — the political angle of repositioning blockers or separating a combo piece from its protection only matters in multiplayer. In older singleton-adjacent formats where it's legal, seven mana at sorcery speed competes against counterspells, Force of Will, and permanent answers that cost a fraction of the investment. Commander is the only format where the effect finds a home, and even there it needs a shell that specifically wants creatures repositioned rather than destroyed.
