Sweatworks Brawler is a pauper-legal common, and that's the only format where it earns serious consideration — sacrifice-heavy or aristocrats shells can reliably trigger casualty 2, and getting two 3/3 menace bodies for four mana is a real rate at that power tier. In Commander, the card is too fragile a payoff: you need a sacrificeable creature in hand at cast time, you get two tokens that die to any board wipe, and four mana buys far more threatening options in red.
