Swarming Goblins is a Commander card — full stop. In competitive Pauper Goblin lists, five mana for a sorcery-speed token producer is far too slow when the format's Goblin engines are already ending games on turn three or four. Modern and Pioneer Goblin strategies are even more brutal about tempo, so it doesn't register there either. In Commander, the calculus flips: five mana is acceptable when the payoff is four bodies that simultaneously trigger Brazen Dwarf, Wyll, or token-doubling effects, and the singleton format means redundancy pressure doesn't apply the same way.
