Surtland Elementalist is a Commander card through and through — the effect only scales in multiplayer, where dealing excess damage to each opponent simultaneously is a genuine threat rather than a novelty. In Legacy, Modern, or Pioneer it's strictly too slow and too narrow: a six-mana do-nothing-on-entry creature doesn't make the cut in any competitive shell, and Giant tribal has no meaningful footprint in those formats. Oathbreaker can squeeze some value out of it in the right Giant-heavy build, but Commander is the only format where it's worth sleeving up.
