Surrakar Spellblade snowballs hard in spell-heavy decks — each instant or sorcery loads a charge counter, and those counters convert directly into card draw when it deals combat damage. The catch is that a three-mana 1/1 with no evasion built in asks a lot just to connect, and it dies to any incidental removal before it ever swings.

In Commander, Surrakar Spellblade is a role-player in dedicated spellslinger builds — it rewards the decks that are already casting six or more instants and sorceries per game and have some way to grant evasion. Outside that niche it's too fragile and too slow for a 100-card singleton format where removal is everywhere. In Legacy and Vintage it never sees play; the formats move faster than a 1/1 that needs multiple combat steps to pay off, and neither format is looking for this effect at this rate. Modern has better card-draw engines that don't require attacking with a small creature. Surrakar Spellblade is a Commander card, narrowly, and only in the right shell.
