In Commander, Surrakar Marauder belongs in dedicated landfall aggro builds — Aesi, Tyrant of Gyre Strait or Kodama of the East Tree lists that chain land drops and want bodies that convert those drops into unblockable hits. Outside that niche, a 2/1 with a conditional evasion trigger doesn't move the needle in a 40-life format. In Pauper, where it's legal, the two-mana slot is crowded and intimidate is weaker against mono-black decks, so it rarely earns a slot. Legacy and Vintage are non-starters — the card does nothing at those power levels.
