In practice, ripple chains rarely assemble anything threatening enough to justify running four copies of a mediocre burn spell, which makes Surging Flame a card with a gimmick and not a plan.

In Commander, Surging Flame is nearly unplayable — 3 damage at instant speed is too little to matter against 40 life totals, and ripple requires stacking your deck with multiples of the same card, which the singleton format forbids.
