Sunscape Battlemage offers two genuine modes — draw two cards or destroy a flyer — stapled to a 2/1 body that demands kicker mana to do either. The problem is paying 2W for the draw or 1G for the removal means you're spending four to five mana total on a creature that trades with a 2/2, and dedicated draw or removal spells do both jobs cheaper and more reliably.

In Commander, Sunscape Battlemage is a fringe inclusion at best — the kicker costs stack up in a format where you're already competing with Swords to Plowshares and Harmonize for slots. Legacy and Vintage have access to the same card, but neither format is interested in a five-mana draw-two on a fragile body when Ancestral Recall and Brainstorm exist. Oathbreaker is the one context where its flexibility has marginal appeal in white-green signatures, but even there, more efficient options crowd it out.
