Sunder Shaman is a Commander card — full stop. In a multiplayer game with three opponents running artifacts and enchantments, a body that destroys one per attack is meaningful incremental value that compounds over the course of a long game. In Modern or Legacy, a four-mana 4/4 that requires combat to trigger removal is far too slow and fragile to see play when instant-speed answers cost one or two mana. Pioneer has the same problem. Sunder Shaman is legal across those formats, but competitive play in any of them is not where this card belongs.
