Summoner's Grimoire is legal across every major format except Pauper, but Commander is where it actually gets played. In 60-card formats the effect is too slow and too conditional — you need a creature-dense shell and multiple casts to generate real value, and those formats have better engines for token generation. In Commander, casting creatures is just the normal rhythm of the game, so Summoner's Grimoire produces tokens passively without asking you to build around it. Oathbreaker is a reasonable secondary home if the planeswalker is creature-heavy, but the raw volume of creature casts in a 100-card Commander game is what makes this card matter.
