Summit Prowler is a bulk common in every format it's legal in, and it doesn't get better the closer you look. In Commander, a 4/3 vanilla for three does nothing the turn it arrives and dies to any incidental removal without generating value — the bar for three-mana creatures is at minimum an enters trigger or a relevant type line. Pauper is the one format where aggressively-statted commons can matter, but even there Summit Prowler lacks the evasion or synergy hooks that make a common worth a deck slot. In Modern, Pioneer, Legacy, and Vintage, it simply doesn't exist as a consideration.
