In Commander, Sumala Woodshaper earns its slot specifically in enchantress and Elf-tribal decks — the filtering is relevant, the body contributes to synergy counts, and two mana is cheap enough to run out early. Outside of those niches, a vanilla 0/1 that might miss the hit is too fragile to justify the slot over pure card draw.
