Sultai Scavenger is a pauper-legal common, and that's where it has the most realistic home — graveyard-fueled blue-black decks can put it into play for two or three mana, making the body competitive at that cost. In Commander, the ceiling is higher but so is the competition: a 4/3 flier, even discounted, struggles to justify a slot against more impactful delve threats or cheaper evasive beaters. Legacy, Vintage, and Modern all have access to faster, more efficient threats that make Sultai Scavenger irrelevant in those contexts.
