In Commander, Sudden Storm is a budget option for decks that want to push through damage or protect a key attacker, but four mana for a temporary tap effect is below the bar most 100-card decks set for interaction. Pauper is its best home — the card is legal there, and at common the tempo ceiling is lower, so freezing two creatures for a turn carries more weight. In Legacy, Modern, and Pioneer, faster threats and cheaper interaction make Sudden Storm unplayable at any meaningful level. Vintage is technically legal but the card won't see a table.
