Stupor strips a card from your opponent's hand at random and forces them to discard another — two cards of disruption for three mana. Solid rate for targeted discard, though in Commander the three-player math dilutes it to a one-third solution.

In Commander, Stupor is a fine piece of targeted hand disruption, but the 1-vs-1 math doesn't translate cleanly to a four-player pod — you're spending three mana to set back one opponent while the other two untouched players develop freely. It earns a slot most reliably in Rakdos or mono-black builds that want redundant discard effects, or in strategies that can repeatedly target the same player. In Legacy, three mana is too slow for a format with Hymn to Tourach and Thoughtseize doing more for less. Modern and Vintage are the same story — Stupor doesn't compete with the efficiency of those formats' discard suites. Oathbreaker is the friendliest non-Commander home, where the smaller player count restores some of the card's original bite.
