That condition is easy to meet in any Equipment-centric shell, and the two-body output at one mana is the kind of rate that wins combat math in your favor.

In Commander, Strength of Arms slots cleanly into Equipment-focused decks — Danitha Capashen, Syr Gwyn, or any Voltron build that consistently has a piece of Equipment on board. The token plus counter split lets it function as either a combat trick or a board-presence spell depending on the moment. In Pauper, where one-mana instants with two-for-one upside see real play, it's a reasonable inclusion in white weenie or Equipment strategies. Modern and Pioneer have faster clocks and stricter card-quality thresholds, so Strength of Arms rarely makes the cut outside of fringe Equipment synergy builds. Legacy and Vintage have no real home for it — the effect is fair, and those formats punish fair.
