Stream of Unconsciousness is a bulk common that sees essentially no competitive play across any format. In Commander it exists solely in Wizard tribal decks, where the permanent -1/-0 counter can accumulate over multiple turns, but even there the effect is slow and the card doesn't generate card advantage. Pauper is the one format where cheap, incremental tempo spells can matter, but Stream of Unconsciousness requires a Wizard tribal density that the format's better decks don't support. Legacy and Vintage have access to effects so much more powerful that this card isn't a consideration.
