The splice-onto-arcane clause is the ceiling: stack it onto any Arcane spell and it multiplies, making it the engine card for any deck built around that mechanic.

Stream of Thought is most relevant in Commander and Pauper, and for opposite reasons. In Commander, the splice-onto-arcane text is largely academic unless you're building an Arcane-themed deck, but the base mode — mill four, shuffle three back, instant speed, one mana — is a legitimately efficient way to stock and control a graveyard in blue value piles. In Pauper, it's a real engine piece: common-legal Arcane spells exist in meaningful numbers, and chaining Stream of Thought splices onto a single spell can mill a substantial portion of your deck in one burst, fueling dredge-adjacent and self-mill strategies. Legacy and Vintage have the card pool for it but better one-mana cantrips exist, so it only shows up in dedicated Arcane builds there. It's not a universal auto-include anywhere, but in the decks that want it, it does work no other one-mana instant does.
