Stormscape Master puts a repeatable three-mode toolbox on the board — drain two life, make a 1/1 flier, or bounce a nonblack permanent — for five mana and an activation cost of two colored mana each. The price is steep in both casting cost and activation, and that gap between ambition and efficiency is why Stormscape Master rarely earns a slot in tuned lists.

In Commander, Stormscape Master is a fringe roleplayer in life-gain or drain-focused Esper builds — the three modes offer genuine flexibility over 100-card singleton games, but five mana plus two-colored activations is a lot to ask when faster engines exist. Legacy and Vintage are non-starters; neither format has the time or tolerance for a five-mana do-nothing-on-entry creature. Oathbreaker gives it slightly more room in a focused Dimir or Esper shell, where games are shorter and a 20-life target makes the drain mode more relevant per activation.
