Storm the Festival puts up to two permanents directly onto the battlefield for six mana — creatures, enchantments, or lands, no casting cost required — which means the card pays for itself the moment either hit lands something worth four or more. The ceiling is enormous and the floor is low enough that running it in any green deck topping out at four-plus mana is a straightforward call.

Tovolar, Dire Overlord runs a Wolf and Werewolf tribal gameplan stacked with expensive permanent payoffs, and Storm the Festival's ability to cheat two of them into play at once — skipping cast triggers but landing bodies for the attack — gives the deck a mid-game acceleration tool that no single ramp spell can match.

Commander is where Storm the Festival does its best work: 100-card singleton decks are built around high-impact permanents, and flipping two of them for six mana at instant speed is the kind of tempo swing that wins games. In Modern and Pioneer it's a fringe consideration at best — those formats move too fast for a six-mana sorcery-speed gamble, and the payoffs have to be extraordinary to justify the slot. Legacy and Vintage have access to broken enough targets that Storm the Festival is technically interesting, but faster and more consistent cheating effects crowd it out. Commander is its home, full stop.
