In Commander, Storm Strike is a niche combat trick competing against a crowded field of pump spells and protection instants, and one-shot stat boosts rarely justify a card slot in 100-card decks. Pauper is its best home — commons-only formats reward cheap, reliable combat manipulation, and a one-mana instant that trades up in a blocker war can swing races.
