Storm Skreelix lets you cast spells from the top of your library using mana from your opponents' spells — a genuinely powerful effect that snowballs the longer a storm chain runs. The cost is setup dependency: it does nothing in a vacuum and rewards decks already built around instants, sorceries, and spell-counting payoffs.

In Commander, Storm Skreelix is at its best in Izzet or Grixis spellslinger builds where a single explosive turn can chain through five or more spells — the free casts off opponents' mana add up fast in a four-player game. Competitive storm shells in Legacy and Vintage have cleaner engines and don't need Storm Skreelix, so it won't see play there. Modern and Pioneer spellslinger decks are possible homes, but the effect is too conditional for the focused, fast gameplay those formats demand. Commander is the format where Storm Skreelix actually belongs.
