Commander is the only format where Storm of Memories earns its slot, and only in dedicated spellslinger builds helmed by something like Ral, Monsoon Mage. With three opponents filling graveyards, the card routinely offers three free spells — a scale that simply doesn't exist in a two-player game. Legacy and Vintage are technically legal, but Storm of Memories is far too slow and conditional to matter in either environment. Oathbreaker is worth a mention if your planeswalker supports the instant-and-sorcery theme, but the multiplayer graveyard density that makes this good shrinks in smaller pods.
